e-Vem
The e-VEM solution consists of two segments. The first of
these is the user-facing e-VEM portal, which is a multilevel
Web application developed in Java with upgraded open source
frameworks (Struts, Tiles). To function correctly, the portal
requires access to outside databases, but the access methods
vary because they depend on the individual database administrators
(web services, JDBC …).
The second segment is the e-VEM integrator, which ensures
correct document flow. Like the portal, it has been developed
with Java technology and interfaces with external systems
based on the back-office systems they use (Web services,
PGP-encrypted e-mail). The e-VEM integrator monitors the
state of the application and controls the complete application
submission process on the basis of this.
In both segments the proprietary database is accessed exclusively
through database operations. The portal has been deployed
at the Ministry of Public Administration on an Oracle 10g
Application Server Web and application server running Solaris

Minimum system requirements for the e-VEM solution
- Computer
with any operating system (Windows, Linux, Unix, etc.),
- standard
Web browser with JavaScript enabled (Microsoft Internet
Explorer 5.50 or higher),
- recommended resolution of 1024
x 768 pixels,
- internet connection,
- qualified digital certificate (SIGOV-CA,
SIGEN-CA, POŠTA®CA, or AC-NLB),
- Adobe Acrobat Reader for
viewing and printing certain documents (free download).
